SSU exposes ‘LNR military commissar’ responsible for forced conscription of Ukrainians to IAFs
The SSU continues to expose and prosecute those involved in crimes against the state security of Ukraine.
The SSU Counterintelligence established the identity of one of the chiefs of the so-called LNR conscription office. The criminal was responsible for forced enlistment of Ukrainian citizens living in the temporarily occupied territories to militant formations.
The investigation established that in 2015 this resident of the temporarily occupied Luhansk was appointed to head a unit of the so-called LNR military commissariat.
The SSU investigators have gathered indisputable evidence indicating that, while in office, the official enforced the illegal LNR laws.
In particular, he ensured recruitment for the illegal armed groups that fought against the Armed Forces of Ukraine and shelled towns and villages in Luhansk region.
Additionally, the suspect was managing overall mobilization: organized military register of Luhansk residents, military training; enrolled locals to the so-called reserve of the LNR People's Militia and ensured compulsory military service of civilians in the IAFs.
In addition, the official supervised criminal prosecution of those who ‘evaded military service’.
The coercive nature of mobilization processes in the temporarily occupies territory violates the norms of international law, as well as the constitutional rights and freedoms of citizens.
At present, the suspect is hiding from justice in the temporarily occupied territories.
The individual was notified in absentia of suspicion of crimes under Article 110.2 (trespass against territorial integrity and inviolability of Ukraine), Article 260.2 (participation in unlawful armed groups) and Article 438.1 (violation of laws and customs of war) of the CCU.
In the nearest future, the suspect will be declared wanted.
The SSU Office in Donetsk and Luhansk regions is carrying out the investigation under the supervision of Luhansk Regional Prosecutor’s Office.
