SBU completes pre-trial investigation against commanding officer of Black Sea Fleet

The SBU Main Investigation Department completed the pre-trial investigation against captain 1st Rank Aleksandr Tolmachov, the commanding officer of the 41st Brigade of Missile Boats of the Russian Black Sea Fleet, stationed in Sevastopol city, temporarily occupied Crimea. Instructed by Russia's top leadership, the perpetrator set up a blockade of the Sevastopol Marine Guard detachment of the State Border Guard Service of Ukraine in 2014.

Allegedly, the Ukrainian military unit failed to protect the Ukrainian state border and the territorial and domestic waters due to the perpetrator's illegal activities.

In addition, Tolmachov helped the Russian Armed Forces to block military units of the Armed Forces of Ukraine and the transportation lanes.

The suspect facilitated Russia’s unimpeded invasion and occupation of the Crimean Peninsula, as well as seizure of administrative buildings and major military and civil critical infrastructure.

These unlawful activities resulted in the violation of the territorial integrity of Ukraine and state property losses.

Aleksandr Tolmachov is accused of waging of an aggressive war and willful actions committed to change the territorial boundaries or national borders of Ukraine committed by a group of persons, which caused the killing of people or any other grave consequences.

The indictment was sent to the Kyiv Court of Appeal for determining the jurisdiction.
