SSU dismantles criminal group that ‘made’ over UAH 40 mln on mobilization evaders

The SSU has neutralized a large criminal group specializing in draft evasion schemes. As a result of operations in Kyiv and Kharkiv regions, the Service detained 14 members of the network.

During the searches, more than 1,000 medical certificates and military registration forms intended for men trying to evade military service were seized.

In addition, 250 counterfeit seals and stamps were seized, as well as money, probably the proceeds of crime.

The group helped the men to evade conscription using fake documents of military medical commissions.

To do this, the members of the network set up clandestine printing houses in their homes and produced counterfeit certificates of Military Medical Commission on the unfitness of their ‘clients’ for service due to poor health.

The perpetrators submitted the fake papers to the Territorial Recruitment Centers to remove the men from the military register.

The cost of such ‘services’ ranged from USD 8,000 to 12,000 per an individual. The group has managed to ‘make’ over UAH 40 mln (USD 963,000).

To search for potential ‘clients’, they used personal connections, including among active military personnel who were trying to illegally resign from service.

The SSU documented the crime and apprehended the suspects at their homes.

SSU investigators have notified 14 persons of suspicion (in accordance with the crimes committed) under the Articles of the CCU:

  • 28.3, 114-1.1 (obstruction of lawful activities of the AFU and other military formations, committed by a group, upon prior conspiracy);
  • 28.2, 369-2.3 (abuse of influence, committed by a group, upon prior conspiracy);
  • 409.4 (evasion of military service by self-mutilation or other means, committed under martial law).

The investigation is ongoing. The suspects face up to 10 years in prison.

Efforts are underway to bring to justice all those involved in the scheme.
