SSU blocks access of russian intelligence to design documentation of Ukrainian NPPs in Kharkiv

The SSU prevented russian special services from gaining access to design documentation of two operating Ukrainian nuclear power plants, which was developed in Kharkiv.

These are materials for Zaporizhzhia and South Ukrainian NPPs, which are of strategic importance for safe operation of Ukraine’s energy infrastructure.

This documentation was stored at the ‘Energoproject’ Institute in Kharkiv, the controlling stake of which is state-owned. It was here that the general designs of Zaporizhzhia and South Ukrainian NPPs had been developed in the Soviet period, and recently their modernization and technical re-equipment were designed.

SSU operatives obtained information on attempts by individual Ukrainian citizens and commercial entities linked to them to establish control over this state project institution. The SSU established that their real purpose had been to obtain the NPP design documents, which posed a threat to Ukraine’s state, economic and environmental security.

According to the investigation, before the start of russia’s aggression in 2014, almost a third of the shares in Kharkiv design institute was owned by a russian commercial entity, affiliated with the aggressor’s special services. After several resales through offshore companies, Ukrainian individuals and legal entities became owners of this stake.

As a result of the investigation, the SSU blocked attempts of the enemy special services to gain access to the project documentation. The archival documents have been withdrawn and seized by court.

The SSU has identified the perpetrators and persons behind the scheme. SSU investigators opened a criminal proceeding under the Article 114.1 of the CCU (espionage).

The investigation is underway.
