Following SSU’s investigation, ex-chief of SSU Crimea Directorate, who worked for russia’s FSB, to stand trial

The SSU and the SBI have submitted to the court an indictment on high treason and other crimes of the former chief of the SSU Main Directorate in the Autonomous Republic of Crimea, Oleh Kulinich, who, according to the investigation, acted for the benefit of the aggressor state.

Based on the evidence collected, Kulinich is charged under 5 Articles of the Criminal Code of Ukraine:

  • 111.1 (high treason);
  • 255.3 (creation, managing a criminal community or criminal organization and participation in it);
  • 407.5 (unauthorized leaving of a military unit or place of service);
  • 410.4 (theft, misappropriation, extortion by a serviceman of weapons, ammunition, explosives or other munitions, vehicles, military and special equipment or other military property, or seizing them through abuse of office);
  • 263.1 (illegal handling of weapons, ammunition or explosives).

Oleh Kulinich was detained as a result of the SSU and the SBI’s special operation in July 2022. He has been in custody since then.

The SSU Head Vasyl Maliuk was personally involved in the investigation and detention of Kulinich.

‘We did our best not only to apprehend a high-level traitor, but also to collect a strong evidence base on which the court will be able to pass a fair verdict. This is a clear signal to all those working for the enemy: the SSU will find you and hold you to account for your crimes, no matter where you are hiding. We will drag every mole into the light,’ the SSU Head Vasyl Maliuk said earlier.

According to the investigation, Kulinich collaborated with the FSB and was given an operational name ‘Kotyhoroshko’.

His subversive activities were supervised by the so-called ‘political office’ in moscow, organized on the FSB’s instructions by ex-deputy secretary of Ukraine’s NSDC Volodymyr Sivkovych and ex-head of Ukraine’s Presidential Administration Andriy Kliuyev.

According to the investigation, even before russia’s full-scale invasion, Oleg Kulinich spied for the aggressor, put ‘his people’ in Ukraine’s law enforcement and incited citizens to commit treason.

Kulinich is facing up to 15 years in prison.

The SSU conducted the investigation jointly with the State Bureau of Investigation under the procedural supervision of the Prosecutor General’s Office.
