Following SSU’s investigation, russian general declared suspect for commanding missile strikes on high-rise building in Uman
The SSU has collected evidence against russian lieutenant general Sergey Kobylash, commander of the russian air force long-range aviation, who is involved in war crimes in Ukraine.
Kobylash ordered missile strikes on a residential apartment building and a parking lot in Uman, Cherkasy oblast, on 28 April 2023.
The attack killed 23 residents, including 6 children. Nine people were injured, and one person is still missing.
In addition to the destroyed multi-storey building, 7 neighbouring residential houses, 6 businesses and 70 civilian vehicles sustained significant damage.
According to the investigation, the occupiers carried out the air strike on the city with two Kh-101 missiles fired from a russian TU-95MS heavy bomber.
Kobylash has been directly involved in the war against Ukraine since the first days of russia’s full-scale invasion.
Before that, the war criminal ‘distinguished himself’ when he commanded the bombing of civilian infrastructure in Syria and Georgia. For this, he received a general’s rank and a hero of russia star.
Based on the evidence collected, SSU investigators notified Kobylash of suspicion under Articles 28.2 and 438.2 of the CCU (violation of laws and customs of war, combined with intentional homicide).
The suspect is hiding from prosecution; comprehensive efforts are underway to bring him to justice for his crimes against Ukraine.
The investigation was conducted by the SSU Office in Cherkasy region under the procedural supervision of the regional Prosecutor’s Office.
