Following SSU investigation, almost half a thousand fake disability certificates ‘issued’ by Kharkiv MSEC cancelled
Based on the evidence collected by the SSU, 470 medical certificates issued in Kharkiv region to men of military age on the grounds of false disability have been cancelled. This was the result of the SSU exposing a large draft evasion scheme in the regional Medical and Social Expert Commission in October 2024.
At that time, 13 participants in the scheme received notices of suspicion, including the head of the regional MSEC and doctors from local medical institutions.
For amounts ranging from USD 2,000 to 5,000 the organizers sold fake disability certificates to men who planned to evade mobilization and regularly receive state social benefits.
In addition to cancelling the fake medical documents, the SSU and the Pension Fund stopped the payment of illegally granted pensions issued through the fraud.
Due to the prompt response, the Service prevented monthly state losses of over UAH 2.4 million.
Based on the newly collected evidence, the SSU additionally notified the MSEC’s head and seven of his accomplices of suspicion of crimes under the Articles of the CCU:
- 255.2, 255.3 (creation of a criminal organization and management of such an organization, committed by an official using their official position);
- 28.2, 28.4, 114-1.1 (obstruction of the AFU’s lawful activities, committed by a criminal organization);
- 28.4, 332.3 (facilitating the illegal transfer of persons across the state border of Ukraine by providing means and removing obstacles, committed by a criminal organization for mercenary reasons);
- 28.4, 366.1, 27.5, 27.4, 366.1(entering false information in official documents by an official, committed by a criminal organization).
All members of the criminal group are in custody. The decision on additional qualification of the actions of another five perpetrators is pending.
The investigation was carried out by the SSU Office in Kharkiv region under the procedural supervision of the Prosecutor General’s Office and Kharkiv Region Prosecutor’s Office.
