Mechanism of Ukrainian social benefits illegal processing is blocked in Luhansk region

SBU CI Department uncovered in Luhansk region dealers, who, in the interests of “MGB LNR” terrorist organization organized mechanism of Ukrainian social benefits illegal receipt by the residents of temporarily occupied territory.  

SBU operatives found that the private entrepreneur from temporarily controlled by militants Alchevsk together with his wife provided passenger traffic services to residents of separate districts of Donetsk and Luhansk regions. They transported passengers on the territory controlled by the Ukrainian government and absentee processed social benefits.

Almost a year ago the couple was recruited by the so-called "special service" of terrorists. "MGB LNR”, in particular, set task carriers to provide information about colleagues, working on the passenger traffic channels. They also demanded to provide a list of customers, using the services of Ukrainian social benefits processing. After every route agents reported to the curators on the completed tasks. Pseudo-service of “LNR" used obtained personal data to form the base of citizens who regularly visit Ukrainian government agencies. Militants planned in the future involve them in illegal activities to the detriment of national interests of Ukraine. SBU CI officers detained accomplices of terrorists during the next “trip." During inspection of their vehicle law-enforcement officers found more than one hundred and fifty documents of temporarily occupied territory residents, including certificates of inheritance, death, notarized power attorney, employment records, which are necessary for “absentee" processing of benefits without the presence of recipients.

It should be noted that while the Ukrainian government is making every effort to simplify receiving of social benefits for Donbas residents, entrepreneurs persuaded people of complexity and costly processing. They got money out of them for non-existent services. During conducting of counterintelligence measures SBU operatives received evidence of the facts of carriers’ cooperation with the "special service" of militants and identified curators. Information regarding the identified "MGB LNR” employees was attached to the earlier initiated by the SBU investigators criminal proceedings under Part. 1 Art. 258-3 of the Criminal Code of Ukraine. At present officials of Ukrainian state institutions, possibly involved in the illegal operation of the channel are being established. Also information about the availability of current or former militants of illegal armed formations among clients of a “firm” is being checked.
