SBU exposed illegal deal of the Dnipro City Council officials and businessmen on embezzlement of budget funds allocated for the reconstruction of social facilities.

Operatives of the special service found that the management of one of the departments of the Dnipro City Council pursued public purchases totalling nearly UAH 130 million for reconstruction of kindergartens and schools of the city. The organizers of illegal scheme registered to participate in the tender a number of controlled companies for artificial creation of competition in the auction. The result is that the winners of public procurement were “partner” businessmen.

The check recorded that during the execution of contracts contractors not fully completed the work, with inflated value. They also used the materials of questionable quality. Offenders moved out in shadow “savings", in general they appropriated UAH 25 million of budget funds.

According to preliminary data, deficient works in kindergartens and schools have jeopardized the lives and health of children.

Within the framework of initiated criminal proceedings under Art. 191 of the Criminal Code of Ukraine, after finishing of correspondent examinations, it is planning to serve suspicion notices to organizers and participants of criminal scheme.

The operation was conducted jointly with the National Police under the procedural supervision of the Dnipro local Prosecutor's Office №4.
