SBU detected illegal deal on embezzlement of budget funds, allocated for the reconstruction of heating and water systems of apartment buildings of Zaporizzhya.

The special service operatives have established that the leadership of the Department of Housing and Communal Services of Zaporizzhya City Council concluded contracts with a commercial structure for over UAH ten million. The funds were allocated for replacing the central heating and cold water pumps in the apartment buildings of Zaporizzhya.

During a number of specialized examinations experts recorded that most of the works reflected in the acts of performed services, actually is not conducted. The law enforcement officers documented that on more than 30 work sites services were not fully completed, and the equipment was procured at a significantly inflated value. The general amount of losses inflicted by the offenders to state budget comprises almost UAH 1.2 million.

According to the investigation, involved persons moved out in shadow and appropriated “savings”.

According to preliminary data, poor quality of services put at risk the life support of apartment buildings’ residents.

Within the framework of the criminal proceedings, one of the heads of the Department of Zaporizzhya City Council and two dealers were served notices of suspicion of committing crimes provided for in Part 5 Art. 191 and Part 2 Art. 28, Part 1 Art. 366 of the Criminal Code of Ukraine.

The urgent investigative and operative actions on establishing all circumstances of the case and persons involved in the mentioned crime are under way. 

The operation aimed at detection of offenders was conducted with the Main Directorate of the National Police in Zaporizzhya region investigators under the procedural supervision of the Regional Prosecutor's Office.
