SBU officers detected the scheme of budget funds misappropriation allocated for major repairs of roads in one of districts of Zakarpattia region.

According to the investigation, the management of the district state administration in 2018 concluded a contract with a commercial structure for repair of motor roads of local significance. The value of the contract comprised almost UAH 28 million, a part of transferred funds the participants of the deal misappropriated.

According to the preliminary investigation, the director of the contracting enterprise in collusion with the technical supervision engineer and the officials of the state administration signed the acts of provided services with the considerably overestimated data on the volumes of repair and cost of building materials. Thus, the conspirators managed to assign more than UAH 300 thousand of budget funds.

At the same time, construction and technical expertise showed that the provided services were performed poorly, the road cover needs reconstruction again, and in some sections the repair was not held at all.

During the searches conducted at residences of involved persons, the law enforcement officers seized documents proving possible unlawful activity.

In the framework of the criminal proceedings initiated under Part 3 Art. 191 of the Criminal Code of Ukraine, the director of the contracting enterprise and the technical supervision engineer were served suspicion notices.

In order to identify all circumstances of the case and bring other persons involved to criminal responsibility, the investigative actions are ongoing.

The operation was conducted under the procedural supervision of the Prosecutor's Office of Zakarpattia region.
