Kharkiv region: SBU reveals embezzlement of budget funds during highways repair

The Security Service of Ukraine exposed the misappropriation of almost UAH 1,000,000 (USD 37,038) of budget funds during the repair of the roads in Kupiansk district of Kharkiv region.

SBU operatives found that the director of one of the local commercial enterprises, which last summer carried out overhaul of the roads, appropriated part of the budget funds for highways repair. The cost of the project financed by a subvention from the state budget of Ukraine amounted to UAH 6,700,000 (USD 248,149). Law enforcement officers have documented that the director of the company forged official documents and deliberately made misleading information about the value of the materials used, overestimating the price by almost a third. Furthermore, the businessman could get extra money from the budget without justification.

The construction, technical and forensic examinations concludes that the state budget lost over UAH 890,000 (USD 32,963) due to suspect’s illegal activities.

Within the framework of the initiated criminal proceedings, the director was served a notice of suspicion of committing crimes stipulated by Part 5 Art.191 and Part 2 Art.366 of the Criminal Code of Ukraine.

Investigative and operational actions on identifying and bringing to criminal responsibility other persons involved in the crime are under way.

The documenting of illegal activities was carried out jointly with the Izium Police Division of the Main National Police Department in Kharkiv region investigators under the legal supervision of the Izium local Prosecutor's Office.
