Zhytomyr region: SBU exposes Olevsk City mayor on misappropriation

SBU employees suspect Olevsk City mayor of misappropriation of city funds, allocated for major repairs of a road in a district center of Zhytomyr region.

Allegedly, in mid-December, 2018, the city council concluded several agreements with a Kyiv company on major repairs and further maintenance of a street road of the district center with the total amount of works worth UAH 650,000 (USD 23,200).

During the checks of the repairs site, SBU employees found out, that no repairs ever took place. At the same time, according to the work completion certificates, the repairs were already finished.

The law enforcement documented that the contractor acted in conspiracy with Olevsk City mayor and a businessman, who was an engineer from the building inspection and a city councilor. The next day after the agreement was signed, the engineer prepared documents containing false data about cost of the finished major repairs of the road and expenses on materials.

The officials, responsible for quality inspection of the completed work, signed those documents on the same day. Four days later all the “major repairs”, as well as further maintenance of the road, were fully funded from the city budget.

According to the experts, Olevsk city suffered UAH 650,000 budget losses due to the illegal deal.

The Prosecutor’s Office of Zhytomyr region served to Olevsk City mayor and the manager of the contracting enterprise notices of suspicion of misappropriation, embezzlement or conversion of property by malversation (P. 5 Art. 191 of the Criminal Code of Ukraine) and forgery in office (P. 2 Art. 366 of the Criminal Code of Ukraine).

Olevsk city councilor, who was responsible for building inspection, was accused of committing a crime, stipulated by P. 5 of Art. 27, P. 3 of Art. 191 and P. 3-4 of Art. 358 of the Criminal Code of Ukraine.

The investigation is ongoing.

The deal was documented by employees of the SBU Office in Zhytomyr region jointly with the National Police investigators, under the supervision of the Prosecutor’s Office.
