SBU documents large-scale non-payment scheme of anti-dumping duties by Russian suppliers of mineral fertilizers
The SBU documented a large-scale non-payment of anti-dumping duties by suppliers of mineral fertilizers from Russia.
SBU operatives established that during 2014-2018 Russian suppliers imported mineral fertilizers through Ukrainian distributors violating customs regulations. Merchants changed in the documents the classification code of the goods so that the products do not fall under the anti-dumping duties imposed by the Ministry of Economy.
Therefore, such supplies had the lowest customs rate, which led to non-payment of the hundreds of millions of hryvnias to the state budget.
It is established that after the decision of the National Security and Defense Council of Ukraine in May 2018 to impose sanctions against Russian producers of mineral fertilizers, the organizers organizedan illegal supply of products from Russia.
According to court ruling, law enforcement officers conducted 6 searches in offenders’ offices and 23 inspections in warehouses located in Kharkiv, Khmelnytsky, Rivne, Sumy, Ternopil, Zhytomyr, Kirovohrad, Poltava, Volyn, Ivano-Frankivsk, Vinnytsia, Kyiv, Cherkasy regions and in Kyiv city.
During the investigation, SBU found almost a thousand tons of mineral fertilizers of Russian origin, primary accounting documents, tax reports, customs declarations and computer equipment, which confirm their illegal activities.
Pre-trial investigation is ongoing within the criminal proceeding initiated under Part 3 of Art. 212 of the Criminal Code of Ukraine.
The operation was conducted jointly with the State Fiscal Service under the legal supervision of the Kyiv Prosecutor's Office.
