In Donetsk region, SBU CI uncovered and blocked illegal legalization of the “DNR” militants by the officials of the State Migration Service of Ukraine.

Within the criminal proceedings initiated for creation of a terrorist group or terrorist organization, SBU officers documented unlawful legalization of militants by the employees of three territorial service centers and the district office of the Main Department of the State Migration Service.

According to investigation, civil servants issued samples of Ukrainian documents, in particular, foreign passports, to residents of the temporarily occupied territories, violating the legal procedure and without their personal presence. Among “clients” were “DNR” officials and militants who has never crossed the contact line.

During the searches in service centers and migration office, SBU officers seized forms that were filled up for IAF militants. The offenders stored it in archives and e-registers. According to the court decision, passports forms for travel abroad will be declared invalid. During the investigation, SBU officers also found copies of driving licenses, examination cards, and medical certificates of individuals suspected of committing crimes.  

Currently, legal proceedings are carried out by SBU investigators under the procedural guidance of the Prosecutor's Office of Donetsk region. All circumstances of the case are being established.
