Kyiv city: SBU CI exposes university rector on illegal transfer of foreigners to EU

In Kyiv city, the SBU CI prevented creation of illegal migration channel for foreigners to European countries via Ukraine.

The SBU established that for money the rector of a Kyiv private university issued fictitious invitation letters to study for residents of Northern Africa, Central and Southern Asia countries. To this end, he forged certificates of secondary education, ostensibly got by “applicants” at their places of residence abroad.

After arriving to Ukraine, the foreigners planned to enter European countries bypassing the established border checkpoints.

The scheme organizer was detained during receiving more than USD 3,000 for the issuance of false invitation letters to twelve foreigners, in accordance with the Art. 208 of the Criminal Procedure Code of Ukraine.

Earlier, the SBU officers documented taking an “advance” by the suspect. 

The issue of serving a notice of suspicion to the detainee is being settled.

Within the criminal proceedings upon the fact of illegal movement of persons across the state border of Ukraine, the investigation is ongoing to bring other persons involved into illegal schemes to justice.

The operation was conducted jointly with the National Police under the supervision of Kyiv Local Prosecutor's Office No. 8.
