The SBU under the procedural supervision of the Prosecutor's Office served suspicion notice of collusion with commercial entities to the head of the amalgamated territorial community in Dnipropetrovsk region. The community budget suffered almost UAH 10 m (USD 357,143) losses during the social infrastructure facilities reconstruction.

Allegedly, during 2016-2020, the head of the amalgamated territorial community signed almost 100 contracts for construction works via the community executive committee to improve the infrastructure of the village totaling to UAH 43 million (USD 1,535,715). The operatives established that suspicious business entities affiliated with the community leadership won tenders, despite they had no production capacity, transport and much-needed qualified workforce.

The SBU documented that the workers used low-quality materials for construction activities. Moreover, the contractors did not follow the norms and standards during the construction works, which caused gradual destruction of the facilities. In addition, the estimate documents included market manipulations artificially inflating the price of work.

According to preliminary estimates, the community lost almost UAH 10 m (USD 357,143). Investigation is ongoing.

During the authorized searches of the suspects’ places of residence and work, SBU officers seized the financial and economic documents, as well as draft records proving illegal activities.

The criminal proceedings were initiated for misappropriation of property or conversion of property by malversation. After a number of examinations, the issue of serving suspicion notice to the participants of the illegal scheme is being resolved.

Investigative actions are underway to establish all the circumstances of the offense and bring to justice other persons involved in the transaction.

The operation was carried out by the SBU jointly with the Main Directorate of the National Police in Dnipropetrovsk Region and the Dnipropetrovsk Region Prosecutor's Office.
