Dnipropetrovsk region: SBU uncovers fraud in PCR testing for COVID-19

The SBU blocked an illegal scheme related to issuing fake negative COVID-19 test certificates. The fraud was organized by healthcare workers of a regional medical center. Such illegal large-scale issuance of fake certificates could have provoked the spread of COVID-19.

Allegedly, an official of a health care center in Dnipropetrovsk region together with tour operator’s representatives issued fake negative COVID-19 test certificates for travelling abroad or visiting health resorts in Ukraine.

The suspects issued fake certificates without examination of the patient and taking the appropriate tests. In fact, any diseased person could obtain the certificate. The cost of one certificate ranged up to UAH 1,000 (USD 36), depending on the urgency.

According to intelligence, the illegal scheme has existed since the beginning of the year. On average, the suspects issued five fake certificates per day. The law enforcement officers exposed the healthcare worker on transferring to the customer eight certificates with negative test results for individuals, who didn’t undergo COVID-19 testing.

The organizer was served a suspicion notice of forgery in office and acceptance of an offer, a promise or receiving bribe by an official.

Currently, the investigation is ongoing to identify other persons involved, as well as individuals who used the illegal services.

The operation was carried out under the supervision of the Pavlograd District Prosecutor's Office.
