Kyiv region: SBU uncovers misappropriation of budget funds for road overhaul
SBU has exposed the misappropriation of budget funds for the overhaul of roads in Vyshhorod district in Kyiv region. The state suffered from the damages in the amount of over UAH 600,000 (USD 21,429).
Allegedly, last summer the heads of two rural councils in the region together with representatives of local commercial structures set up a public funds shadowing scheme. Thus, they concluded a regional road repair contract worth UAH 3,500,000 (USD 125,000).
SBU officers established that the contractors overestimated the amount of materials used and construction volumes in the acceptance reports. At the same time, rural council officials signed the relevant documents and transferred budget funds to businessmen.
During searches in the village councils, offender’s offices and the asphalt concrete production, the law enforcement found financial and economic documentation of contractors, 11 seals of commercial structures and computer equipment proving their illegal activities. Accounting fraud on transfer of budget funds for alleged works and materials were seized as well.
Currently, the former head of the village council is accused of prevarication (Part 1 Art. 367 of the Criminal Code of Ukraine). Furthermore, two heads of commercial structures were suspected of official forgery and malversation. (Part 1 Art. 366 and Part 2 Art. 364 of the Criminal Code of Ukraine).
The issue of serving a notice of suspicion of another head of the regional village council is being resolved.
The operation was carried out jointly with the Holosiivskyi National Police Department in Kyiv city under the procedural supervision of the Kyiv local Prosecutor's Office No 1.
