SSU and National Police expose top official of Kyiv City State Administration who received fake disability
The Security Service of Ukraine and the National Police have uncovered another mobilization evasion scheme in Kyiv City State Administration.
According to the investigation, the first deputy director of one of the departments of Kyiv City State Administration is suspected of unreasonably obtaining a disability certificate of group 2.
This certificate allowed him to receive a ‘reservation’ from the draft, as well as regular social benefits from the state, to which the disabled of this category are entitled to.
In 2023-2024, he illegally received UAH 170,000 in compensation for his supposed ‘partial disability’.
To obtain a fictitious disability, the official personally forged medical examination data: he ‘worsened’ the echocardiography results to indicate a serious cardiovascular disease.
He then submitted the forgery to one of the city hospitals in Kyiv, which became the basis for sending the conclusion to the Medical and Social Expert Commission.
During the investigation, the SSU uncovered evidence proving the fake nature of the documents submitted.
The KCSA official has been served a notice of suspicion under parts 1, 3, 4 of Article 358 of the CCU (forgery of documents, seals, stamps and forms, sale or use of forged documents, seals, stamps).
The investigation is ongoing. The suspect faces up to 5 years in prison.
The law enforcement agencies are checking possible involvement of other officials in the ‘scheme’.
The operation was carried out by the SSU Office in Kyiv and Kyiv region jointly with the National Police under the procedural supervision of Kyiv City Prosecutor’s Office.
