SSU classifies russia’s strikes on Ukrainian energy infrastructure as crimes against humanity (video)

The Security Service of Ukraine has collected the necessary evidence confirming that russian strikes on the energy sector are a consistent policy of the kremlin aimed at the destruction of the Ukrainian people and constitute crimes against humanity.

Since the beginning of this year’s heating season, the SSU has documented 256 russian air strikes on energy facilities and heat supply systems in Ukraine. In particular, the occupiers have deliberately attacked 11 hydroelectric power plants and 45 of the largest combined heat and power plants since the beginning of October 2025.

The aggressor state also carried out 49 precision air strikes on thermal power plants and 151 on electrical substations across Ukraine.

Each of the above attacks was of a combined nature and was carried out using dozens of russian drones and missiles.

According to the investigation, the occupiers carried out the majority of the strikes on thermal and electrical generation facilities in Kyiv and Kyiv region, Kharkiv, Odesa, Dnipropetrovsk, Sumy, Mykolaiv, and Chernihiv regions.

It has been documented that russia attacked Ukraine’s critical infrastructure with ballistic and cruise missiles Iskander, Kalibr, Kh-101, Kh-69, and Geran drones.

Such strikes during a period of severe cold weather led to large-scale power and heat outages, as well as disruptions to water supply in the homes of millions of Ukrainian civilians.

The Security Service of Ukraine classifies russia’s systematic destruction of Ukraine’s energy system as crimes against humanity under Article 442-1 of the Criminal Code of Ukraine. These actions constitute the consistent creation of living conditions aimed at the destruction of part of the population. One of the key features of this Article is that it categorises these attacks as international crimes subject to severe punishment in both Ukrainian and foreign courts.

The investigators of the Security Service are documenting the site of every enemy strike, collecting extensive evidence to ensure that every war criminal is held accountable.
