SSU, National Police and PGO issue in absentia suspicion notice against chief of russian torture chamber where Ukrainian journalist Viktoria Roshchina was killed
The Security Service of Ukraine, together with the National Police and the Prosecutor General’s Office, have collected evidence against the head of a russian jail where Ukrainian prisoners are tortured and killed.
This is Vyacheslav Perevozkin, who since 22 July 2024 has held the position of head of Federal state institution ‘investigative detention centre No. 3’ of the main directorate of the federal penitentiary service for Perm krai of the russian federation.
In September 2024, Ukrainian journalist Viktoria Roshchina and Yevgeny Matveyev, mayor of Dniprorudne territorial community (Zaporizhzhia region), were killed in this torture chamber.
According to the investigation, the victims’ deaths were the result of cruel treatment, torture, and failure to provide necessary medical care, which was directly linked to the actions and inaction of the detention centre’s management.
The investigation established that Perevozkin gave criminal orders and knowingly allowed the use of physical and psychological violence against Ukrainians.
The Ukrainian law enforcement agencies have documented other cases of torture, beatings, humiliation, illegal ‘interrogations’, inhumane conditions of detention, and deliberate denial of adequate medical care to illegally detained civilians. Such treatment was systematic, intentional, and repressive in nature.
Based on the SSU’s investigation, Vyacheslav Perevozkin has been notified of suspicion in absentia under the Articles of the CCU:
- 438.1 (cruel treatment of civilian population, committed by prior conspiracy, by a group);
- 438.2 (cruel treatment of civilians, combined with intentional murder, committed by a group, by prior conspiracy).
He faces life imprisonment for committing these crimes.
Efforts to ensure that the torturer is held accountable for his actions are underway.
