SSU notifies ex-deputy Head of Judicial Protection Service of suspicion of organizing several channels for draft evaders’ escape abroad

The SSU collected evidence against a former Deputy Head of the Judicial Protection Service, who organized a large-scale scheme for draft evaders’ escape abroad.

To implement the fraud, the offender created a fake charitable foundation and more than 30 pseudo-volunteer organizations in Ukraine.

The official registered evaders as international humanitarian cargo carriers of these institutions. In this way, he assisted his "clients" in evading mobilization and illegally traveling abroad.

According to the investigation, the "scheme" was used in Kyiv, Lviv, Khmelnytskyi, Volyn, Kharkiv, Vinnytsia, Dnipro and Odesa regions.

The cost of "services" ranged from USD 2,000 to 5,000 depending on the urgency of the foreign "trip".

To avoid justice, the suspect fled to a European country as a volunteer in March this year.

The investigation established that the official was dismissed from the Judicial Protection Service in 2021 for involvement in corruption.

Following the beginning of russia's full-scale invasion, he decided to "make money" on draft evaders.

To set up pseudo-charitable organizations and issue fake documents for the evaders, the offender used his contacts in government agencies.

Based on the evidence collected, SSU investigators notified the former official of suspicion under two Articles of the CCU:

  • 114-1.1 (obstruction of the lawful activities of the Armed Forces of Ukraine and other military formations);
  • 332.3 (illegal transportation of persons across Ukraine’s state border);

As the suspect is hiding abroad, the investigation is ongoing to bring him to justice for crimes against our country.

Earlier, three of his accomplices were detained in Ukraine. One of them - a head of an NGO - was sentenced to 5 years in prison following the SSU investigation.

The operation was carried out under the supervision of the Prosecutor General's Office.
