SSU declares russian oligarch Deripaska suspect and detains his Ukrainian top managers who supplied raw materials for Iskander missiles to russia

The SSU has collected evidence against russian oligarch Oleg Deripaska and his top managers in Ukraine involved in financing russia’s armed aggression.

As a result of the investigation, Deripaska has been notified of suspicion in absentia, and two of his top managers were detained in Ukraine. These are the director of the mining company Hlukhiv Quartzite Quarry and the russian oligarch’s supervisor of this enterprise: a Ukrainian citizen who received a residence permit in russia in 2021.

According to the investigation, these two persons helped Deripaska to appropriate the quarry’s production facilities in 2012, despite a ban on their sale.

Since then, and until the start of russia’s full-scale invasion, the management of this mining company had been supplying wholesale batches of rock to russia for steelmaking.

The raw materials received from Ukraine were sold by the russian billionaire’s companies to the aggressor state’s military-industrial complex for the production of ballistic missiles, in particular, the Iskander type.

The enemy also used the imported products for mass production of combat drones and radar systems.

Based on the evidence, the russian oligarch Oleg Deripaska was notified of suspicion in absentia under the Articles of the CCU:

  • 27.3, 191.5 (organization of misappropriation, embezzlement or seizure of property through abuse of office, committed by an organized group);
  • 27.3, 209 (organization of money laundering);
  • 27.3, 28.2, 110-2.4 (organization of financing of actions committed with the purpose of forceful change or overthrow of constitutional order or seizure of state power, change of the boundaries of the territory or state border of Ukraine).

The Ukrainian company director’s actions are qualified under two Articles of the CCU:

  • 209.3 (money laundering, committed by an organized group);
  • 28.2, 110-2.4 (aiding the financing of actions committed with the purpose of forceful change or overthrow of constitutional order or seizure of state power, change of the boundaries of the territory or state border of Ukraine).

His accomplice, a supervisor, was served a notice of suspicion under the Articles of the CCU:

  • 191.5 (misappropriation, embezzlement or seizure of property through abuse of office, committed by an organized group);
  • 209.3 (money laundering).

One of RUSAL’s executives and a Cypriot citizen, who facilitated the alienation of the company, were also notified of suspicion in absentia.

In February 2023, the assets of Glukhiv Quartzite Quarry were nationalized for the benefit of Ukraine, following the SSU’s investigation.

The SSU carried out the operation and investigation under the procedural supervision of the Prosecutor General’s Office and in cooperation with the State Audit Service and the State Property Fund.
