Kherson region: SSU serves notices of suspicion to 26 ruscists from so called ‘ministry of internal affairs of russian federation’ who tortured Ukrainians with electric shock and beat them to death with truncheons
The SSU identified 26 members of the criminal organization of the ‘main directorate of the ministry of internal affairs of the russian federation in Kherson region’ in the temporarily occupied territory.
The offenders include 25 collaborators and one russian who, after the start of russia's full-scale invasion, voluntarily joined the punitive body created by the aggressor.
After ‘interviews’ with fsb officers, they were appointed to the so-called ‘Novokakhovka City Police Department’.
The offenders carried out moscow's instructions to suppress the resistance movement and spread the kremlin regime in the region. To do this, they used repressive methods, in particular, abducting civilians and imprisoning them in russian torture chambers.
The victims were tortured with the use of electric shock in such ‘prisons’. Some people were beaten to death with rubber truncheons.
Using mass abductions, torture, and murder of civilians, the ruscists tried to intimidate local residents and suppress resistance to the occupation regime.
It was established that the recruiting of punishers was carried out by collaborator Oleh Shorokhov, a former law enforcement officer who headed the occupation ‘city department’ in April 2022.
According to the investigation, he was ‘assisted’ by a former russian police officer who was ‘sent’ to the captured city to coordinate the criminal actions of collaborators from the local unit of the ‘russian ministry of internal affairs’.
After joining the punitive body, ‘recruits’ received ‘IDs’ and russian uniforms, as well as firearms.
Based on the collected evidence, SSU investigators served notices of suspicion to the offenders under the following articles of the CCU:
- 110 (encroachment on the territorial integrity and inviolability of Ukraine);
- 255 (creation, leadership of a criminal community or criminal organization, as well as participation in it);
- 127 (torture);
- 146 (illegal deprivation of liberty or abduction);
- 111-1 (collaboration).

The investigation is ongoing to bring the offenders to justice for crimes against Ukraine, as they are staying in the temporarily occupied territory.
The operation was conducted by the SSU Office in Kherson region jointly with the Internal Security Department of the National Police under the supervision of the Prosecutor General's Office.
