SSU and National Police dismantle another 4 “schemes for draft evaders”: owner of private university, whose grenade launcher was found during searches, is among the detainees

The Security Service and the National Police dismantled another four mobilization evasion schemes that were operating in different regions of Ukraine.

As a result of complex measures in Kyiv, Kharkiv, Rivne, Kirovohrad and Lviv regions the organizers of the schemes were detained. The suspects include officials of the regional medical and social expert commission and military medical commissions, as well as the head of a private university and repeat offenders.

For amounts ranging from USD 5 000 to 20 000, they helped men liable for military service evade mobilization on the basis of forged documents.

For example, in Kyiv region:

the deputy head of a regional medical commission was exposed for forging medical certificates for draft evaders on being unfit for service for health reasons.

According to the investigation, the official was a member of the criminal group involved in “schemes for draft evaders,” which law enforcement officers neutralized in this April.

In Kharkiv region:

The SSU military counterintelligence detained the head of Chuhuiv district military commission who was selling fake medical certificates to deregister from the military service.

In Lviv region:

A “scheme for draft evaders” operating in one of the private universities was exposed.

According to the available data, the owner of the university and the rectorate registered men liable for military service for studies over the limits of the licensed annual quantities approved by the Ministry of Education and Science.

This allowed men liable for military service to apply for deferments on the basis of “education applicant” certificates.

During the searches, an anti-tank grenade launcher, rifles, carbines and almost 5,000 rounds of ammunition of various calibers were found at the university owner's place. He was detained and taken into custody.

In Kirovohrad region:

two repeat offenders were detained for selling fake “disability” certificates to draft evaders. The offenders used personal contacts in the MSEC to forge the documents.

In Rivne region:

another five participants of the corrupt «draft evasion scheme», which law enforcement officers dismantled in October this year, were served notices of suspicion. The suspects include MSEC official, head of a local hospital and two other doctors.

The offenders were served a notice of suspicion (in accordance with the crimes committed) under the following Articles of the Criminal Code of Ukraine:

  • Article 114-1.1 (obstruction of the lawful activities of the AFU and other military formations);
  • Article 332.3 (illegal transportation of persons across the state border of Ukraine);
  • Article 358.3 (forgery of documents, seals, stamps and forms, sale or use of forged documents, seals, stamps, committed repeatedly);
  • Article 366.1 (service forgery).

The offenders face up to 9 years in prison with confiscation of property.

The operations were carried out by the SSU Office in Kyiv and Rivne, Kirovohrad, Lviv and Kyiv regions jointly with the National Police under the supervision of the Sviatoshynskyi district Prosecutor's Office in Kyiv, the Kharkiv Specialized Prosecutor's Office for Defense of the Eastern Region, Lviv, Rivne and Kirovohrad Regional Prosecutor's Offices.
