SSU and National Police serve notice of suspicion to former Deputy Minister of Social Policy

The Security Service and the National Police have served a notice of suspicion to the former Deputy Minister of Social Policy of Ukraine, who is currently an advisor to the acting Minister.

According to the investigation, he embezzled state funds intended for the implementation of electronic services for the population.

This led to losses of over UAH 23 mln (USD 545,000) during the launch of E-Social, a unified information and analytical system for managing social support for the population.

While serving as Deputy Minister, the official entered into a contract with a consortium to develop the above-mentioned software.

However, the perpetrator failed to control the process of verifying the documents submitted by contractors for participation in the tender.

This subsequently led to entrepreneurs receiving funds from the state but not completing the full scope of work specified in the contract.

Extensive forensic and economic examinations confirmed that the state budget had suffered losses as a result of the suspect’s illegal actions.

Based on the evidence collected, the former Deputy Minister has been notified of suspicion under Article 367.2 of the CCU (official negligence resulting in serious consequences).

The suspect faces up to 5 years in prison.

The efforts to bring to justice all those involved in the illegal use of state funds are ongoing.

The investigation is carried out under the procedural supervision of Kyiv City Prosecutor’s Office.
