In collaboration with the National Police, the Security Service of Ukraine has detained a former member of the Ukrainian Parliament who organised a mobilisation evasion scheme. For USD 10,000, he offered to arrange for conscripts to obtain a fake disability certificate to evade conscription.

To operate the scheme, the former MP had promised to use his personal connections within medical institutions in the Mykolaiv region.

According to the investigation, his ‘clients’ were initially admitted to ‘inpatient care’ under the pretence of receiving treatment for cardiological and neurological conditions.

After ‘discharge’ from the medical facilities, those evading conscription were handed commission reports confirming Group 3 disability status.

The SSU documented the crimes committed by the organiser of the scheme and arrested him, along with an intermediary who had received the second part of payment for arranging a package of fictitious disability documents.

The detainees have now been served with notices of suspicion under Articles 28.2 and 369-2.3 of the CCU (abuse of influence, committed by a group, by prior conspiracy).

The investigation is ongoing in order to bring all those involved in the scheme to justice. The perpetrators face up to eight years in prison and confiscation of property.

The operation was carried out by Directorate ‘D’ of the SSU National Statehood Protection Department under the procedural supervision of the Kyiv City Prosecutor’s Office.
