SSU and National Police detain repeat offenders preparing terrorist attacks in downtown Kyiv on russia’s orders (video)

The Security Service of Ukraine, jointly with the National Police, foiled a series of terrorist attacks in Kyiv that were planned on the orders of russian intelligence services. As a result of pre-emptive measures, two repeat offenders were detained for planning to destroy Territorial Recruitment Centre buildings in the centre of the capital on the enemy’s instructions.

The investigation established that the suspects had considered several options for carrying out terrorist attacks, including the possibility of firing a grenade launcher at military facilities, throwing Molotov cocktails or live grenades at them, or blowing them up using improvised explosive devices.

The law enforcement uncovered the criminal plans at an early stage and detained both suspects while they were conducting additional reconnaissance near potential targets.

According to the investigation, russia’s task was carried out by two repeat offenders. One was a resident of Chernihiv region who had previously been convicted of murder. His accomplice was from Sumy region, and the two had previously served their sentences in the same penal colony.

While preparing for the crime, the suspects intended to involve a third accomplice.

Investigators documented how the two drove around the city in their own car, recording on their mobile phones the locations of restricted-access facilities, including the presence of security personnel and CCTV cameras. They also examined escape routes from each potential target.

During the detention, the investigators discovered a live grenade in the vehicle belonging to one of the members of the criminal group. The grenade had been prepared for use in the planned terrorist attack.

SSU investigators have now formally notified both detainees that they are suspected of committing an offence under Articles 14.1, 258.2 of the CCU (preparation for a terrorist act, committed by a group, by prior conspiracy).

Both suspects are in custody without bail and face up to 12 years in prison and confiscation of property.

The third accomplice, who is hiding abroad, has been notified of the suspicion in absentia.

The operation was conducted by the SSU Office in Kyiv and Kyiv region jointly with the National Police under the procedural supervision of the Kyiv City Prosecutor’s Office.
