SSU and PGO expose first deputy head of Kyiv district state administration on mobilisation evasion scheme

The Security Service of Ukraine has shut down another large-scale mobilisation evasion scheme in Kyiv. As a result of the operation, the first deputy head of one of the capital’s district state administrations has been detained.

As the investigation established, the official falsified documents to fictitiously enroll men in military units of the Armed Forces of Ukraine, and then removed them from military registration based on fictitious medical diagnoses.

The cost of such a ‘service’ ranged from USD 15,000 to USD 20,000 per ‘client’.

To set up the scheme, the perpetrator used his connections in the district Territorial Recruitment Office and enlisted an accomplice to prepare the forgeries.

The SSU documented the scheme and detained the official and his accomplice.

Forged medical and military registration documents, military unit seals, and smartphones with evidence of the criminal scheme were found during the search.

SSU investigators have declared the organiser and accomplice suspects under Articles 27.3, 27.5, 27.4, 28.4, 409.4 of the CCU (organizing and aiding in evading military service by self-mutilation or other means, committed by prior conspiracy by a group, under martial law).

The decision on measures of restraint is pending. The suspects face up to 10 years in prison.

The investigation is carried out under the procedural supervision of the Specialised Defence Prosecutor’s Office and the Office of the Prosecutor General.
