The SSU Military Counterintelligence and investigators, as well as prosecutors from the Office of the Prosecutor General, have documented new war crimes committed by Valery Gerasimov, the chief of the general staff of the russian armed forces and first deputy minister of defence of the aggressor state.

The investigation has revealed that, since the start of the full-scale invasion of Ukraine, Gerasimov has been issuing orders for missile and air strikes on Ukraine’s civilian infrastructure.

It has been established that Gerasimov personally commanded the most intense shelling of Kyiv on the night of 2 July 2026.

On that occasion, the ruscists deployed 570 munitions against the capital, including strike drones, hypersonic and ballistic missiles such as the Zircon and Iskander-M.

As a result of the strike, more than a hundred people were injured, 70 of whom were hospitalised with injuries of varying severity.

In addition, more than 20 residential buildings across several districts of Kyiv were severely damaged.

Based on the evidence, SSU investigators have notified Gerasimov in absentia that he is suspected of committing an offence under Article 438.2 of the CCU (war crimes resulting in loss of life).

Following the SSU’s investigation, the International Criminal Court in The Hague issued an arrest warrant for Gerasimov in June 2024 on charges of war crimes against the civilian population of Ukraine.

Based on evidence collected by the Security Service of Ukraine at that time, it was established that the russian general was directly involved in missile strikes on the Ukrainian power grid between 2022 and 2023.

As the suspect is in russia, efforts to bring him to justice are underway.

The investigation was conducted by the SSU Main Investigative Directorate under the procedural supervision of the Office of the Prosecutor General.
