SSU and Polish law enforcement expose eleven persons who, on russia’s behalf, organised paid anti-Ukrainian rallies in EU

In collaboration with the law enforcement agencies of the Republic of Poland, the SSU Counterintelligence has uncovered the activities of a group that organised a series of anti-Ukrainian rallies in Poland between 2025 and 2026 on russia’s orders.

This included five so-called ‘protest’ events instigated and funded by the kremlin in Warsaw and Wrocław.

Law enforcement agencies established that the organisers of these rallies offered between USD 100 and 200 for a single appearance in the crowd.

Following an international investigation by the Security Service and the Internal Security Agency of the Republic of Poland, eleven individuals involved in the paid events were identified within the EU.

Among them were two belarusian and nine Ukrainian nationals who were present in the EU and were involved in organising the events.

At the direction of moscow-based coordinators, the organisers sought out potential participants for these staged ‘rallies’, briefed them, distributed provocative campaign materials, and paid them in cash for the participation.

These street ‘protests’ organised by russia were intended to discredit Ukraine on the international stage and destabilise the socio-political situation in EU countries.

All those exposed have now been deported to their countries of origin. The actions of the Ukrainian suspects will be subject to legal assessment depending on the degree of culpability.

International investigative and operational measures are ongoing to bring all organisers of pro-kremlin provocations to justice.
