SSU identifies russian commander who gave order to shoot civilians in Kupiansk

The Security Service of Ukraine has identified the russian military official involved in the shooting of three civilians in Kupiansk on 2 October 2025.

This is russian citizen Andriy Syrotyuk, commander of the 121st regiment of the 68th motorized rifle division of russia’s 6th combined arms army.

To sow panic in the frontline town, enemy soldiers dressed in civilian clothes and infiltrated the outskirts of Kupiansk posing as local residents.

The ruscists then shot two men and a woman at point-blank range as they attempted to evacuate from the town and flee deeper into Ukrainian territory.

The SSU is investigating the war crime under Article 438.2 of the CCU (war crimes that caused death of people).

Comprehensive documentation and collection of evidence of this crime for the International Criminal Court is also ongoing.

The investigation is carried out under the procedural supervision of Kharkiv Region Prosecutor’s Office.
