SSU exposes another scheme of faking COVID vaccination certificates: two family doctors ‘made’ UAH 2 mln

The SSU continues to counter systemic threats in the healthcare system. In Kirovograd region, the SSU exposed another scheme of faking international COVID-19 vaccination certificates.

According to the investigation, two family doctors at a district health care center organized the scheme, in which they also involved a nurse from the same facility.

The nurse identified among the patients those who hesitated to get the vaccine. She offered to get the certificate without actual vaccination if they paid UAH 3,000 (USD 108).

After payment, the doctors entered the personal data of supposedly vaccinated patients into the vaccination log book and in the eHealth system.

The medics have been engaged in this illegal activity for over a year. Every month, they made up to 50 fake entries on vaccinations. Their overall proceeds are about UAH 2 mln (USD 72,000).

The search of the suspects’ offices led to the seizure of:

  • vaccination log books;
    mobile phones with evidence of unlawful actions.

The investigators are preparing notices of suspicion of an offence under Article 362.3 (unauthorized actions with information processed in computers, automated systems, computer networks or stored on data storage devices, committed by a person entitled to access it) of the CCU.

The SSU Office in Kirovograd region carried out the operation together with the National Police investigators under the supervision of Kirovograd Region Prosecutor’s Office.

The Security Service of Ukraine reminds that faking documents and using such, including fake COVID test results and vaccination certificates, is an offence under the Administrative and the Criminal Codes of Ukraine.
