The SSU counterintelligence department has uncovered two more russian agents in Kyiv who, on behalf of the FSB, were registering Starlink satellite terminals for armed groups in the aggressor state.

The investigation revealed that the suspects were local unemployed individuals who had come to the attention of russian intelligence officers via Telegram channels advertising ‘easy money’.

Following their recruitment, both agents initially registered Internet-enabled devices in their own names and provided the corresponding registration details to their FSB handler.

Subsequently, the perpetrators used forged Ukrainian passports to unlawfully activate satellite terminals.

To ensure the registration process went smoothly, the agents secretly enlisted the help of an employee at one of the post offices, who helped them to ‘circumvent’ StarLink’s established verification rules.

Using this scheme, the suspects registered 76 satellite terminals for the benefit of the Russian special services.

The investigation established that the enemy intended to continue using these satellite systems to support the targeting of missile and drone strikes against Ukraine, as well as to identify electronic warfare systems protecting the forward positions of the Defence Forces of Ukraine.

Officers of the SSU detained the agents at their places of residence. During searches, investigators seized mobile phones containing evidence of their collaboration with the FSB.

As part of the operation, all Starlink terminals unlawfully registered by the suspects were also disabled.

Investigators of the Security Service of Ukraine served the detainees with a notice of suspicion Article 111.2 of the CCU (high treason committed under martial law).

The suspects are in custody. They face life imprisonment with confiscation of their property.

Comprehensive operations were carried out by officers of SSU Main Directorate for Kyiv and the Kyiv Region, under the procedural supervision of the regional prosecutor’s office.
