SSU exposes former deputy health minister on fraud in launching digital medicine
The SSU Cyber Department exposed the ex-deputy minister, whose actions led to state losses of UAH 2 mln (USD 47,000) and hampered the creation of the donor register, the Unified State Information System of Organ Transplantation, and its integration into similar systems of foreign countries and international organizations.
In accordance with the reform program, the Ministry of Health was supposed to introduce an electronic register of stem cells living donors. The funds for launching the project were provided as a loan from the International Bank for Reconstruction and Development.
In late 2018, to implement digitization measures, the deputy health minister concluded an agreement with an IT firm from Kyiv. According to the signed document, the company received funds for installing software in the ministry for the operation of such a register.
However, the contractors did not fulfill their obligations and did not provide the technologies to the Ministry of Health, while the former deputy minister signed the act of receiving the transfer of software products.
Basing on the findings of the cyber investigation, the SSU initiated forensic computer and handwriting examinations, which confirmed the former top official’s involvement in illegal actions. Among other things, the examination confirmed the authenticity of his signature on financial documents.
The former deputy health minister has been notified of suspicion.
The pre-trial investigation is underway.
The SSU Cyber Department exposed the offender together with the SBI under the procedural supervision of Kyiv Region Prosecutor’s Office.
According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of a crime and cannot be subject to criminal punishment until their guilt is proven in line with the procedure defined by law and established by a relevant court’s verdict.
