SBU cyber specialists exposed real estate fraud belonging to the Ministry of Education and Science of Ukraine and one of the higher educational institutions of the city of Zhytomyr. The state registrar illegally interfered in the register of property rights to get  the real estate unit out of the state property. This propery is in the city center with an area of 1,200 square meters, and its estimated cost is almost UAH 9 m.

According to the SBU, the offender was the state registrar of one of the village councils of Zhytomyr region. According to the pre-trial investigation, in 2019 the official (now ex-official) without authorization made changes in the Register of Real Property Right.

On the basis of forged documents, the perpetrator illegally alienated the property complex in favor of an individual. In the following this property was re-registered on the local commercial entity.

According to the SBU, the former state registrar was served suspicion notice.

The pre-trial investigation in the criminal proceedings is ongoing. The information on possible involvement of the offender in other transactions with state and municipal property is being checked.

Currently, the property was arrested by the decision of Commercial Court of Zhytomyr region.

Based on the materials of the Security Service of Ukraine, the Zhytomyr Regional Prosecutor’s Office appealed to the court in the interests of the state represented by the Ministry of Education and Science of Ukraine and the State University to cancel the illegal actions of the state registrar and return the real estate to state property.

The transaction was documented by officers of the SBU Office in Zhytomyr region together with the Investigative Department of the Main Department of the National Police in the region under the procedural guidance of the Zhytomyr Regional Prosecutor's Office.
