The large-scale infrastructure project included funding of tens of millions of hryvnias.
According to the investigation, in August-October 2018 the head of Lviv public utility company transferred to the account of a contractor company advance payments in the amount of UAH 5.5 mln (USD 193,000). At the same time, the contractor also received payment for allegedly performed works worth UAH 740,000 (USD 26,000) without any supporting documents and work completion certificates.
In line with the agreement, the company was to carry out reconstruction of the landfill by the end of 2018. However, as it turned out later, the contractor directed the funds to accounts of shell companies. The offenders did not perform any work on reconstruction.
According to the audit and the forensic economic examination initiated by the SSU, damage to the community of Lviv region is estimated to be UAH 740,000 (USD 26,000). An examination is also underway to confirm the damage in the amount of UAH 5.5 mln (USD 193,000).
As part of criminal proceedings, the law enforcement conducted six searches at the perpetrators’ offices and homes and administrative premises of Lviv City Council. The investigators seized documents confirming unlawful activity.
The former director of the public utility company has been notified of suspicion of offence under Article 191.5 (appropriation, embezzlement of property or misappropriation through abuse of office) of the CCU. The court is to choose the measure of restraint. The investigation is underway.
The SSU Office in Lviv region carried out the operation together with the National Police investigators under the supervision of Lviv Regional Prosecutor’s Office.
