SSU exposes new draft evasion schemes: member of Kyiv Region Medical and Social Examination Bureau among organizers

The SSU has blocked another three schemes of evading conscription.

As a result of operational and investigative activities in several regions of Ukraine, seven organizers of such schemes were exposed.

For money, they offered potential conscripts to evade mobilization using forged health documents or by illegally crossing the border.

The cost of such ‘services’ ranged from USD 2,000 to 8,000.

In Kyiv region:

The SSU exposed officials of Kyiv Region Bureau of Medical and Social Examination on issuing certificates of ‘disability’ for men of call-up age for monetary reward.

In Vinnytsia region:

The law enforcement agencies neutralized a group of people who forged medical certificates for their ‘clients’ using credentials of hospitals located in the temporarily occupied territories of southern and eastern Ukraine.

The scheme was organized by a teacher, a doctor and an IT specialist.

In Zakarpattia:

Two residents of Rakhiv district were detained: they offered draft evaders to escape to the EU across the border river.

The price of ‘services’ included life jackets for ‘safe’ crossing of the border.

During the searches, the law enforcement found:

  • mobile phones and computer equipment with evidence of the offence;
  • medical documents with signs of forgery;
  • money obtained by criminal means.

The investigation is ongoing to bring the offenders to justice under three Articles of the CCU:

  • 332 (illegal transportation of persons across Ukraine’s state border);
  • 364 (abuse of power or position);
  • 369-2 (abuse of influence).

The SSU carried out the operations jointly with the National Police and the State Border Guard Service under the procedural supervision of the Prosecutor’s Office.
