SBU uncovers fraud scheme of COVID-19 PCR test results

The SBU blocked a new falsification scheme of PCR test results. The fraudsters in collusion with private medical institutions falsified test results by entering data into Dii Vdoma mobile app. Thus, they could have spread the COVID-19 pandemic.

According to intelligence, the offenders, using the lack of proper quality control of laboratory tests, colluded with the private laboratory personnel to forge certificates of its results.

The operatives found that the organizers had placed advertisements in the Internet about the urgent issuance of negative COVID-19 test certificates. They offered “service” to Ukrainian citizens who returned from abroad to avoid the mandatory 14-day self-isolation.

The SBU documented the flow production of the forged PCR test certificates in four Kyiv private laboratories of the same commercial entity. The cost of “services” varied by the urgency of issuing a certificate and reached up to UAH 1,000 (USD 36). Allegedly, several hundred citizens got tested for Covid-19 at these medical institutions. Moreover, SBU officers established that the medical staff entered false data into the Dii Vdoma mobile application.

During searches in city of Kyiv, law enforcement officers seized documents, in particular, cash books and receipts, forged certificates of PCR test results and other evidence of illicit activities.

The criminal proceedings were initiated for fraud and forgery in office.

Investigation is ongoing.

The operation was carried out by the SBU Main Directorate for Counterintelligence Protection of the State's Interests in the Sphere of Economic Security jointly with the Investigative Division of the Dnipro Police Department of the Main Department of National Police in Kyiv city under the supervision of the Dnipro District Prosecutor's Office.
