SBU exposes illegal land alienation in Odesa
SBU cyber specialists together with the Main Investigation Department of the National Police exposed officials of several state institutions in Odesa and Odesa City Council. The officials illegally re-registered the land plot, owned by the State Service of Special Communications and Information Protection.
According to the SBU, companies tied to the officials illegally received other large land plots in Odesa.
The scheme was set up by officials of Odesa City Council, the regional prosecutor's office, regional departments of the State Architectural and Construction Inspectorate and the State Geocadastre, as well as private developers.
The SBU cyber experts documented the fact that the officials forged the documents and transferred the right of ownership for lands with the area of almost four ha. The investigation is checking whether the officials interfered with the work of state telecommunication networks and automated systems of state control.
Currently, apartment buildings are being developed on illegally alienated land plots and in violation of the law. However, the court seized the land plots, as well as buildings, unfinished buildings and storage premises with deprivation of the right to use and dispose of the property and a ban on construction works.
During 20 searches, the law enforcement seized project documentation for the construction of a residential complex, draft records, forms with the seals of construction companies and other evidence proving the illegal alienation of land from state ownership for commercial development.
The investigation is ongoing under Part 2 of Art. 366, Part 2 of Art. 364 and Part 4 of Art. 197-1 of the Criminal Code of Ukraine. The operation was conducted under the supervision of the Specialized Prosecutor's Office in Military and Defense Spheres and the Prosecutor General’s Office.
