Kyiv: SSU exposes embezzlement of UAH 12 m allocated for digital transformation

The SSU Cyber Security Department exposed officials of the Communal Property Department of the Kyiv City State Administration on corruption. According to preliminary estimates, the perpetrators caused UAH 12 m (USD 453,793) losses to the local budget.

They stole from the funds allocated for digital transformation, including digitization of real estate documents.

According to findings, employees of the Kyiv City Technical Inventory Bureau and Information Technologies Laboratory were also involved in this illegal activity.

The scam was based on unlawful tender practices. The officials arranged non-competitive procurement worth UAH 40 m (USD 1.5 m) and intentionally overstated the costs for services. These actions enabled them to misappropriate UAH 20 m (USD 756,322). The money was transferred through a conversion center to bank accounts of bogus companies.

Law enforcement officers conducted 16 searches to dismantle the said conversion center and seize:

  • seals and documents of over 30 bogus companies;
  • documents related to unauthorized transactions;
  • servers, computers and mobile terminals;
  • false accounting records indicating embezzlement of UAH 20 m (USD 756,322).

Forensic economic and computer examinations will be held to confirm state losses and proceed with the investigation.

The SSU Cyber ​​Security Department together with the National Police investigators carried out the operation under the supervision of Kyiv Shevchenkivskyi District Prosecutor’s Office.

Under 62 Article of the Constitution of Ukraine, a person is presumed innocent of committing a crime and shall not be subjected to criminal punishment until proven guilty and until relevant court’s verdict.
