SSU exposes Ministry of Defence officials on embezzlement of budget funds during construction of barracks

The SSU has shut down a large-scale scheme of misappropriation of public funds allocated for development of military infrastructure.

The former head of the Main Housing and Maintenance Department of the Armed Forces of Ukraine and a senior officer of the technical construction supervision unit are involved in the scheme.

They organized embezzlement of over UAH 5 mln (USD 124,000), allocated in 2017 for construction of barracks for military personnel in Mykolaiv garrison.

According to the investigation, the department head entered into several contracts with a commercial entity for repair and construction works.

According to the signed documents, the contractor was supposed to overhaul the roof, power supply, water supply and sewerage networks in residential buildings.

However, the contractors did not perform the work in full, and the scheme participants diverted the budget money to ‘shadows’.

As a result, the barracks remained unfit for military personnel.

The SSU-initiated construction, technical and economic examination confirmed the facts of criminal activity.

During the searches of the premises of the MoD Main Department of Property and Resources, which became the successor to the Main Housing and Maintenance Department, and at the homes of nine suspects in Kyiv and Vinnytsia, the law enforcement seized financial and economic documents with evidence of the crime.

The employee of the technical supervision unit of the AFU Main Housing and Maintenance Department was served a notice of suspicion under the Article 364.2 of the CCU (abuse of power or position).

The investigation is ongoing to hold to account all those involved.

The SSU Office in Kyiv and Kyiv region carried out the operational and investigative activities jointly with the National Police under the supervision of Kyiv Specialized Military and Defence Prosecutor’s Office of the Central Region.
