SBU exposes Ukrzaliznytsia officials and ex-management of Dnipropetrovsk Diesel Locomotive Repair Plant on large-scale embezzlement

The Security Service of Ukraine exposed officials of structural subdivisions of Ukrzaliznytsia JSC and former top-managers of Dnipropetrovsk Diesel Locomotive Repair Plant PJSC on large-scale embezzlement.

The SBU operatives established that the officials set up a corrupt mechanism of supply and installation of low-quality used spare parts for the locomotives of the state-owned enterprise. The dealers involved a number of companies, which supplied used spare parts under the guise of new ones. The margin was transferred into the accounts of fictitious enterprises and withdrawn in cash. These actions caused losses to Ukrzaliznytsia of more than UAH 58 million (USD 2 million).

According to the experts, the operational use of these spare parts could lead to emergencies, including injuries to passengers and railway workers.

According to the results of procedural actions during August of this year, 12 Ukrzaliznytsia JSC officials and 3 former managers of Dnipropetrovsk Locomotive Repair Plant PJSC  were served notices of suspicion of committing crimes stipulated by Part 5 of Art. 191, Part 3 of Art. 28, Part 2 of Art. 366 of the Criminal Code of Ukraine.

The operation was conducted by the SBU Main Directorate of Economic Counter-Intelligence Protection of the State's Interests jointly with the National Police investigators under the supervision of the Prosecutor General’s Office.

SBU investigations helped to initiate a number of other criminal proceeding upon the facts of supply to the Ukrzaliznytsia JSCequipment of improper quality and unknown origin. The cases are being investigated jointly with the relevant investigative bodies.

Also during 2020, according to the results of operational support of criminal proceedings, the regional divisions of the Security Service of Ukraine served 29 notices of suspicion to Ukrzaliznytsia JSC officials and affiliated enterprises for committing crimes under Art. 111, 191, 366, 367 of the Criminal Code of Ukraine.
