SSU exposes unlawful privatization of state property worth UAH 25 bln: deputy head of Trade Unions Federation involved in fraud
Cyber specialists of the SSU have documented a large-scale scheme of misappropriation of Ukrainian state health resort facilities.
As a result of operational and investigative efforts, the SSU established that the deputy head of the Trade Unions Federation of Ukraine and four former high-ranking officials of the Main Directorate for Communal Property of Kyiv City State Administration had been involved in the fraud.
They illegally ‘withdrew’ social facilities from state ownership in order to sell them and obtain ‘profits’.
The misappropriated real estate includes Ukrainian health and rehabilitation centers, educational and sports institutions.
Due to the SSU’s response, 230 unlawfully privatized entities have already been transferred to the National Agency of Ukraine for Detection, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA).
The total value of property returned to the state is UAH 25 bln (USD 622 mln).
According to the investigation, officials from Kyiv City State Administration issued documents that transferred ownership of state-owned facilities to the Federation of Trade Unions.
After that, the real estate was sold at market value through controlled companies.
The top official form the Trade Unions Federation has been notified of suspicion under the Article 191.5 of the CCU (misappropriation, embezzlement or appropriation of property by abuse of office, on a large scale, by an organized group).
Court chose custody as a measure of restraint with a right to be released on bail of UAH 124 mln.
Four officials from the KCSA are suspected of abuse of power or official position (Article 364.2 of the CCU).
The SSU Cyber Department carried out the investigation jointly with the SBI with the supervision of the Prosecutor General’s Office.
