SSU dismantles criminal group of 13 members: Medical and Social Commission officials and accomplices writing off draft evaders from military registration

The SSU has shut down another corruption scheme of mobilization evasion in Kharkiv region. The head of an interdistrict medical and social expert commission of Kharkiv is involved in its organization.

For money, he helped mobilization dodgers evade conscription using counterfeit disability certificates.

To operate the scheme, the official involved 12 accomplices who acted as a criminal group. These were his subordinates, as well as heads of various medical institutions in the region and civilian intermediaries.

According to the investigation, the members of the network first produced fake documents on ‘diseases that are the basis for disability’.

To do this, they falsified medical records from a man’s medical history, including those on inpatient treatment.

The organizer then ensured preparation of a fictitious decision of the Medical and Social Expert Commission to assign a disability group.

The cost of ‘services’ ranged from USD 2,000 to 5,000.

The individuals involved used personal connections to find potential ‘clients’.

Because of the group’s criminal actions, over 400 men of conscription age were able to evade mobilization.

The SSU detained the organizer and his accomplices.

At the same time, almost 90 searches were carried out at the offices, homes and cars of the suspects.

A large number of recruitment files, records, mobile phones and computer equipment with evidence of the crime were seized.

The investigators also found money: over USD 500,000, almost EUR 80,000, more than UAH 1 mln and even russian rubles, all of which are most likely proceeds of crime.

SSU investigators notified the organizer and his 12 accomplices of suspicion under two Articles of the CCU:

  • 28.2, 114-1.1 (obstruction of lawful activities of the AFU, committed by a group);
  • 358.3, 358.4 (forgery of documents, use of forged documents, committed by a group).

The suspects are in custody, facing up to 8 years in prison. The investigation is ongoing.

The operation was carried out by the SSU Kharkiv Office under the procedural supervision of the Prosecutor General’s Office and Kharkiv Region Prosecutor’s Office.
