SSU exposes Ukrainian construction bureau on upgrading energetic infrastructure of occupied Crimea by Russian order

The Security Service of Ukraine exposed big construction bureau in Dnipro, which worked closely with occupational government of the Crimea. The perpetrators were engaged in upgrading of energetic infrastructure within the peninsula, formally under the guise of Russian affiliated companies.

This construction department received significant contracts from the Russian government. The cost of only one of them was about USD 3.5m. (RUB 260m.).

The execution of design efforts on Crimean TPS JSC facilities: Simferopol TPS, Kamysh-Burun TPS, Saky heat network TPS are among their projects.

The offenders didn’t work directly: they created several companies in Russia to violate the Ukrainian law and not to cooperate with the occupiers. These companies were the disguise for the activity: they participated in tenders; the agreements regarding the reconstruction of energetic facilities of the occupied territories were made on behalf of these companies.

During the searches in offices and residences of the offenders the following was seized:

  • technical documentation on carrying out works at the enterprises located on TOT of the Autonomous Republic of Crimea;
  • payment cards of Russian banks;
  • seals of affiliated companies created on the territory of Russia.

Currently the SSU investigators are conducting several expert examinations within the criminal proceeding of financing the actions aimed at forceful change or overthrow of the constitutional order.

The serving of suspicion notices to the organizers is being planned.

The investigation is on-going to identify the persons involved.

The operation was conducted by the SSU Office in Dnipropetrovsk region under the procedural supervision of Dnipropetrovsk Region Prosecutor’s Office.
