SBU exposes large-scale embezzlement during construction of infrastructure facilities at Boryspil International Airport

The SBU exposed an illegal scheme organized by the officials of Boryspil International Airport during the ordering the services for capital construction of transport infrastructure facilities.

The operatives established that during fulfillment of the contract, the representatives of the general contractor conspired with the top management of the airport. In 2017-2018, they jointly falsified the volume of work performed and construction materials supplied.

Then the dealers conducted non-commodity transactions via bogus firms. In this way, they cashed in almost UAH 37 million (USD 1.2 million) of state funds and illegally formed a VAT tax credit of over UAH 6 million (USD 210.000).

The law enforcement conducted searches of offenders’ offices and residences within the criminal proceedings initiated upon the fact of evasion of taxes, fees or other compulsory payments and misappropriation, embezzlement or conversion of property by malversation. During the investigation, documents and electronic media containing information about illegal transactions were seized. Notes and drafts with records confirming the crime were also confiscated.

In order to obtain evidence, law enforcement officers got temporary access to documents belonging to officials of the Boryspil State Enterprise involved in the fraud. In particular, the documents contain information about financial and economic relationship with the company involved in the criminal proceedings.

The investigation is ongoing.

The operation was conducted by the SBU Main Directorate of Counterintelligence Protection of State Interests in the Sphere of Economic Security jointly with the Investigative Department of Large Taxpayers Office of the State Fiscal Service under procedural supervision of the Prosecutor General's Office.
