SBU blocks large-scale scheme of land theft by officials of State GeoCadastre
SBU cyber experts exposed an illegal mechanism for alienation of state-owned agricultural land. The scam was organized by officials of regional divisions of the State Service of Ukraine for Geodesy, Cartography and Cadastre (State GeoCadastre) covered by senior managers.
SBU officers documented that officials illegally withdrew more than 700,000 hectares of state land through electronic registers. In particular, more than 2,500 land plots were issued two or more times per person for one purpose in violation of law.
The SBU established that 22 territorial divisions of the State GeoCadastre were involved in the scam. SBU cyber experts found out that the corruption mechanism functioned as a result of "gaps" in the work of the National Cadastral System and the DOC PROF electronic document management system, used in government agencies.
The SBU is active in addressing identified problems. In particular, the Service sent an official letter to the State GeoCadastre with a request to immediately eliminate defects in the work of information systems discovered by the SBU.
During large-scale searches of the State Geocadastre regional divisions and offenders’ residences, law enforcement officers found documents, computer media and equipment, proving illegal activity.
The pre-trial investigation of unauthorized actions with information, processed in computer networks, and abuse of office is ongoing.
The operation was conducted jointly with the Kyiv Territorial Department of the State Bureau of Investigation under the supervision of the Prosecutor General's Office.
