Zhytomyr region: SBU documents state funds embezzlement during construction of clinics
In Zhytomyr region, the SBU documented embezzlement of the local budget allocated for the construction of the rural outpatient clinics.
Allegedly, in 2018, the Department of Regional Development of Zhytomyr RSA announced a number of tenders for the construction of 22 rural outpatient clinics with housing for doctors in different districts. A private construction company from Zhytomyr became a successful bidder for the construction of 9 outpatient clinics.
SBU officers inspected an unfinished construction in the village of Radomyshl district. It was planned to allocate UAH 6.7 million (USD 245,000) for its construction. Almost UAH 4.6 million (USD 166,000) had already been transferred to the contractor. Law enforcement officers documented a discrepancy between the volume of works, stated by the contractor in the official acts, and the work performed. The contractor listed “performed” works which were not actually performed. The amount of used building materials was deliberately inflated.
In addition, the SBU documented technological violations during the construction that may affect the exploitation and safety of the facility.
During the pre-trial investigation, experts confirmed that the contractor embezzled almost UAH 1 million (USD 36,000).
Director of the construction company received a notice of suspicion of misappropriation, embezzlement, conversion of property by malversation and forgery in office.
Construction and technical examinations at all construction sites of rural outpatient clinics in Zhytomyr region are ongoing. The involvement of officials who supervise the quality and volume of works performed is being checked.
The operation was conducted by the SBU Office in Zhytomyr region jointly with the Main National Police Department in Zhytomyr region under the procedural supervision of the Prosecutor's Office of Zhytomyr region.
